Despite everything - or maybe in part because of everything - he's still pretty sure he knows Matt better than anyone else, and he knows when something's bothering him. He hasn't pushed beyond a couple of "absent" comments about being there for whatever Matt needs, anything Matt needs. Although admittedly, he kind of thinks his attempt to be pointed but vague just ended up sounding like he was flirting, but still.
A couple of years ago, Foggy would've said that he could wait, and Matt'll tell him when he's ready. Now, well. Now he's not as sure, but he's less angry over that than he is sad. Matt's so used to having to hold pieces of himself back from everyone out of fear that no one'll still be there if they get to see all of him. Foggy hates that he'd ended up contributing to that as much as he hates that Matt's response to things is to be a huge asshole sometimes.
So of course he's struggling with actually talking about whatever it is. Foggy can wait, until either Matt makes a decision or it starts weighing on him so heavily that he can't help but start prying a little. He's got plenty to distract him in the meantime.
Like Matt being in his lap, and it's a pretty safe bet that Foggy's not thinking about anything but getting to touch Matt as much as possible, even when he pauses.
